  SILANG, CAVITE — In a powerful testament to the "Dangal at Husay" (Honor and Excellence) of the Filipino youth, Police Cadet Jhon Rhovic G. Talagtag has emerged as the Salutatorian (Rank 2) of the Philippine National Police Academy (PNPA) "Silang-Paglaom" Class of 2026.

Hailing from Nabua, Camarines Sur, the 22-year-old’s journey to the top is a narrative of grit fueled by the silent sacrifices of his parents—a security guard father and an OFW mother. Talagtag, who served as the Regimental Intelligence Officer, dominated the academic and tactical fields, earning prestigious accolades including:
