Christian Lanuza Quinao, a resident of Barangay Pamukid in San Fernando, has emerged as one of the top-performing examinees in the country. A graduate of the Bicol State College of Applied Sciences and Technology (BISCAST), Quinao achieved a remarkable general average of 93.80%, earning him the Top 7 spot in the secondary level.
