Powering the Peninsula: The Story of SORECO II

April 14, 1977, marks a definitive turning point in the development of the Bicol Peninsula. On this day, the Sorsogon II Electric Cooperative (SORECO II) was officially organized, receiving its franchise from the National Electrification Administration (NEA) and setting in motion a mission to bring light to the dark corners of the province.

The Early Years: Expansion Against the Odds (1977–1980s)

The journey began with a bold takeover of the defunct Sorsogon Electric Plant. Armed with an initial capital of ₱16 million, SORECO II commenced operations on May 21, 1977. At its inception, the cooperative served a modest base of just over 2,500 consumers.

However, the cooperative’s ambitions were anything but modest. Despite the Bicol Peninsula’s notoriously rugged terrain, the team achieved a rapid-fire expansion. Between 1977 and 1979, power lines were successfully extended to the municipalities of:

Bacon

Gubat

Prieto Diaz

Barcelona

Castilla

Pilar

Donsol

By the 1980s, SORECO II had established its permanent headquarters and a third substation. Their resilience was truly tested by devastating typhoons, yet their recovery efforts were so exemplary that by 1992, they were named the "Most Outstanding Region V Rural Electric Cooperative."

Evolution into a Modern Powerhouse (1996–Present)

The mid-90s introduced a structural revolution. Following the passage of RA 6938 and RA 6939, SORECO II transitioned into a stock cooperative in 1996. This wasn't just a legal change; it was a shift in philosophy that empowered member-consumers to become direct shareholders in their own utility provider.

The path wasn't always smooth. The late 1990s were marked by financial strain and internal disputes. To save the cooperative, a rigorous 180-Day Rehabilitation Program was launched in 2003. This "reset" proved successful, stabilizing operations and finally leading to the historic milestone of 100% barangay electrification.

A Sustainable Future

In recent years, SORECO II has shifted its focus toward technical modernization and sustainability. Key initiatives include:

Infrastructure Rehabilitation: The successful overhaul of the Cawayan Hydro Electric Plant (CHEP II).

Loss Reduction: Implementation of aggressive anti-pilferage programs.

Energy Security: Securing long-term power supply agreements with major providers like GN Power.

Today, nearly half a century after that first franchise was signed, SORECO II stands as a testament to the power of community-led utility management, continuing to provide the energy stability necessary for Sorsogon’s ongoing growth.
