From Barracks to a General and Subspecialty Powerhouse: The Century-Long Journey of Bicol Regional Hospital and Medical Center
The Bicol Region’s healthcare landscape is defined by one institution that has stood the test of time, war, and transformation. What began as a modest 10-bed wooden barracks is now evolving into the "Modern PGH of South Luzon." This is the storied history of the Bicol Regional Hospital and Medical Center (BRHMC), formerly and long-known as the Bicol Regional Training and Teaching Hospital (BRTTH).
A Legacy of "Firsts"
While Bicol’s medical history dates back to Franciscan infirmaries in the 1500s, the Albay Provincial Hospital—now BRHMC—holds the distinction of being the first government hospital in the region. Its journey is a timeline of constant elevation:
· 1918: Its humble beginnings started as a one-story, wooden army station hospital within the US Army Reservation (Regan Barracks) on Sagpon Plain.

· 1927–1928: Formalized under Commonwealth Act No. 2168, a landmark two-story concrete building was constructed. This building, designed in the Renaissance architectural style, still stands today as the hospital's administration hub.
· 2018: The National Historical Commission of the Philippines (NHCP) officially recognized its significance by unveiling a historical marker, making it the only hospital in Bicol with Level II historic structure status.
Resilience Amidst Conflict
The hospital’s path was nearly severed during World War II. In 1942, Japanese forces under General Matsubara occupied the facility, forcing medical staff and patients into exile at Milwaukee Hospital and later Daraga. The original structure was decimated during the 1944 Battle of Liberation bombing raids. However, the spirit of the institution remained intact; by 1950, the facility was fully repaired and renovated, ready to serve the post-war Bicolano community.
Evolution of Excellence
As the population grew, so did the hospital’s mission. It transitioned from a provincial health office in 1984 to the Bicol Regional Training and Teaching Hospital (BRTTH) in 1995, becoming a beacon for medical education and specialized training.
The most significant modern milestone occurred on April 29, 2022, when Republic Act No. 11719 was signed into law. This officially converted BRTTH into the Bicol Regional Hospital and Medical Center (BRHMC), paving the way for its current trajectory as a general and subspecialty hospital.
The Future: The "PGH of South Luzon"
With the filing of House Bill No. 8228 and recent Senate provisional approvals, the vision shared by Bicolano leaders like Cong. Joey Salceda is becoming a reality. The goal is clear: to transform BRHMC into a premier medical destination capable of servicing the total healthcare needs of Bicolanos, ensuring that no one in the region has to travel to Manila for world-class specialized care.
After over 108 years of service, the Bicol Regional Hospital and Medical Center is not just a building; it is a living monument to Bicolano resilience and a promise of a healthier future.
